I have to admit, the news on this incident had me doing a double-take, to be sure I was hearing about something in London (utterly shocking) rather than New York (not particularly unusual).

Yep - it's all pretty damn skeery. Though do the police really shoot people in the head 8 times at point blank range in NYC all that often?

Not all that often, I don't think -- but it's the sort of thing I would expect to make the local, rather than national, news.
